Renting in Newham: the licence asks for an EPC and every room size
In the 2021 census, 38.5% of households in Newham rented privately, against 30.0% across London, and almost every one of those homes needs a council licence. Newham runs selective licensing from 1 June 2023 to 31 May 2028 in 22 of its 24 wards — everywhere except Royal Victoria and Stratford Olympic Park. It covers homes let to one household or to two unrelated people, and costs £750 for up to five years.
The application asks for more than a gas safety certificate and an electrical report. It asks for a current Energy Performance Certificate and for the size and location of every room in square metres — bedrooms, kitchen, living and dining rooms. A laser-measured floor plan records the name and dimensions of every room and the total floor area, so those sizes come from measurements rather than guesses — which is why it makes sense to book the EPC and floor plan together, from £99, in a single visit.
A better EPC can also lower the fee. A landlord who belongs to a landlord accreditation organisation gets £50 off, and if the home is rated C or above the fee comes down to £650. Shared houses are licensed separately: three or four people in two or more households need an additional licence (£1,250), and five or more a mandatory HMO licence — the HMO guide covers when a shared house needs an EPC at all.

What the assessment looks at in a Newham home
Newham’s housing falls into three broad kinds, and each brings its own questions on the day.
Victorian and Edwardian terraces
Much of East Ham, Forest Gate, Plaistow and Upton Park is terraced housing from the late Victorian and Edwardian years. Forest Gate’s Woodgrange Estate, about 1,160 houses built between 1877 and 1892, is now a conservation area, where some external changes need planning permission. Houses of this age were usually built with solid walls, and unless there is evidence of insulation the assessment has to treat the wall as built — often the thing holding the rating down. Flats, from post-war blocks to new builds
Canning Town lost most of its housing in the Second World War, and its first high-rise blocks went up in 1961; Stratford and the Royal Docks have added thousands of newer flats since. For a flat, what is above, below and beside it changes the result, so it helps to know whether there is a heated home on each side and how the building is heated. A flat built in the last ten years usually already has an EPC from when it was completed — check whether yours is still valid before booking a new one.
Conversions, extensions and loft rooms
Where a terrace has been split into flats, each flat needs its own EPC. A rear extension or a room in the roof is recorded separately, with its own age and construction, so if you know when the work was done, or have the building control certificate, have it to hand.
Selling in Newham
