What the assessment looks at in a Romford home

Romford’s housing was built in waves, and each wave raises different questions on the day.

Gidea Park, the garden suburb

Gidea Park began as the Romford Garden Suburb, built in 1910 and 1911 as an exhibition of house design: 159 houses and cottages by more than a hundred architects. Thirty-five more, mostly flat-roofed, followed for a Modern Homes Exhibition in 1934–35. Houses more than a century old next to flat-roofed modernist ones means the walls and roofs vary from one street to the next, and the assessment records each as it is built. The area has been a conservation area since 1970, where some external changes need planning permission, so check with the council before committing to work an EPC recommends.

Inter-war semis and cavity walls

Collier Row grew as a large housing estate in the 1930s, part of London’s inter-war spread, and houses of that era are where cavity walls start to appear. Whether the cavity has been filled is often the single biggest question: if the insulation cannot be seen or evidenced, a filled cavity has to be recorded as unfilled. If cavity wall insulation was ever installed, find the guarantee before the visit.

Harold Hill’s post-war terraces

Harold Hill was built by the London County Council between 1948 and 1958: 7,631 homes, mostly brick terraces with some flats. Many have had new boilers, windows and insulation since. That work only counts on a new certificate if it can be seen or documented, so have any installation certificates or receipts to hand.

Flats, extensions and loft rooms

For a flat, where it sits in the building matters as much as how it was built: a top-floor flat loses heat through the roof, a ground-floor flat through the floor. An extension or a room in the roof is recorded separately, with its own age and construction, so if you know when the work was done, have that to hand too.

Renting in Romford: licensing and EPCs

Havering Council brought in new property licensing on 18 March 2026, running until 17 March 2031. Selective licensing covers seven wards: Beam Park, Harold Wood, Rainham and Wennington, Rush Green and Crowlands, Squirrels Heath, St Alban’s and St Edward’s — the last two replaced the old Romford Town ward, so central Romford is included. In those wards a licence is needed to rent out a home, with some exemptions. Additional licensing, for smaller houses in multiple occupation, covers the whole borough.

The council’s list of supporting documents for an application includes an EPC and floor plans, and it takes £75 off the second part of the licence fee for properties rated C or above, provided every required document comes with the application. The national minimum of E applies whatever the scheme — the landlord guide covers it.
