Three kinds of licence in H&F
- Mandatory HMO licence — five or more people from two or more households who share a kitchen, toilet or bathroom, where it is their main home and rent is paid, unless the property is a purpose-built flat in a block of three or more purpose-built flats. If seven or more people live there, you also need planning permission for the change of use, separately from the licence.
- Additional HMO licence — three or four people from two or more households sharing facilities, in houses and flats alike: converted flats, purpose-built flats, and section 257 HMOs, converted into self-contained flats that do not meet building standards, where at least a third are rented. An owner-occupied home with up to two lodgers is exempt.
- Selective licence — any house or flat let on one of 24 specified streets, among them Askew Road, Fulham Road, Goldhawk Road, King Street, North End Road, Shepherd’s Bush Road and Uxbridge Road. The council’s page has the full list, with the eight newest streets marked.
Fees for 2026/27: an additional HMO licence or a selective licence costs £755, paid in two equal parts, and a mandatory HMO licence £1,656 for a five-bedroom HMO plus £183 for each further bedroom, paid 25% with the application and 75% later. Accredited landlords get £80 off, or £50 if they sign up to the council’s landlord rental charter when they apply; only one discount applies to each licence. Checked on the council’s property licensing page on 22 October 2026; City Hall’s property licence checker shows the schemes by address.
The EPC for a let in H&F
Any home let to a household needs a valid EPC, and most privately rented homes must be rated E or above unless an exemption has been registered — the landlord guide explains the rules, and the HMO guide covers shared houses. A laser-measured floor plan, measured in the same visit, records the size of every bedroom and shared room, from £123 with the EPC.
What the assessment looks at in a Hammersmith or Fulham home
How homes in Hammersmith & Fulham score today. The ONS’s latest figures use each home’s most recent EPC lodged in the ten years to March 2025. The typical (median) score here is 71, band C, against 70 across London, and 60% of those homes are rated C or above (London 58%). Homes built before 1929 have a median of 67, against 85 for homes built since 2012; flats and maisonettes come out at 72, terraced houses at 64. How every London borough compares.
Three in four households here live in a flat (75.3%), and 24.5% live in a flat in a converted house — the second-highest share in London, after Camden.
Victorian and Edwardian houses, many divided
Fulham, Parsons Green, Brackenbury Village, Brook Green, Ravenscourt Park and the riverside are lined with Victorian and Edwardian houses; at North End alone, Gibbs & Flew built 1,200 houses on the fields in the 1880s, and Parsons Green is a conservation area. Many of those houses are now flats. In a conversion the result turns on what lies above and below the flat as much as on its walls, which are usually solid brick in houses of this age, so evidence of any insulation added to a roof, floor or wall is worth having on the day.
White City and the newer blocks
White City takes its name from the white-clad buildings of the exhibitions held there between 1908 and 1914; apartment blocks for lower-income residents followed in the 1930s, and the redeveloped Television Centre has added around 1,000 new homes. For a flat in a block, its position and the heating system decide most of the rating, and a flat finished in the last ten years probably already has an EPC — check its date first.
Selling in Hammersmith and Fulham
32.1% of households here own their home. An EPC has to be ordered before a home is put up for sale; the sellers’ guide explains the timing.
