Ealing’s three licences
Selective licensing covers privately rented homes outside HMO licensing in 15 wards. It started on 1 April 2022 in East Acton, Southall Broadway and Southall Green, and on 3 January 2023 in Acton Central, Dormers Wells, Greenford Broadway, Greenford Green, Hanger Hill, Hobbayne, Lady Margaret, North Greenford, Northolt Mandeville, Northolt West End, Perivale and South Acton. The council lists those wards on their boundaries before May 2022, so check your address with the council rather than going by its current ward name.
Additional HMO licensing, also from 1 April 2022, covers homes shared by three or four unrelated people in separate households. The council’s own examples: three friends living together are three households, and a couple living with a third person are two, so in both cases the landlord needs an additional licence rather than a mandatory one. Mandatory licensing applies once five or more people who are not a single household share facilities — in shared houses, bedsits, flats over shops and shared flats in converted buildings, among others. The fees are in the council’s schedule of fees and charges. Checked on Ealing Council’s licensing page on 22 October 2026; City Hall’s property licence checker also shows the schemes by address.
The EPC for an Ealing let
A licence does not replace the EPC: a home let to a household needs a valid certificate, and most privately rented homes must be rated E or above unless an exemption has been registered (landlord guide). For shared homes, the HMO guide explains when a certificate is needed. A laser-measured floor plan with every room’s size can be done in the same visit, from £123 with the EPC.
What the assessment looks at in an Ealing home
How homes in Ealing score today. The ONS’s latest figures use each home’s most recent EPC lodged in the ten years to March 2025. The typical (median) score here is 70, band C, against 70 across London, and 58% of those homes are rated C or above (London 58%). Homes built before 1929 have a median of 64, against 85 for homes built since 2012; flats and maisonettes come out at 74, terraced houses at 66. How every London borough compares.
Ealing splits almost exactly in two: 50.3% of households live in a house and 49.5% in a flat, and 12.7% live in a flat in a converted house.
The Queen of the Suburbs
Ealing’s railway station opened in 1838, and by 1902 the borough surveyor was calling it the “Queen of the Suburbs”. Its garden suburbs are among the earliest in the country: Brentham, near Pitshanger, was the first in London built on co-partnership principles, mostly between 1901 and 1915, and has been a conservation area since 1969; part of Bedford Park lies in Ealing too, protected by its own conservation area. In a conservation area, changes to the outside of a house can need permission, so check any improvement the EPC suggests with the council before planning work.
Inter-war Northolt and the South Acton estate
North of the Western Avenue, most of Northolt’s housing was built privately in the 1920s and 1930s; south of it, most went up in the 1960s and 1970s as social housing. In Acton, the South Acton estate, with about 2,000 homes, is the largest housing estate in west London. For a 1920s or 1930s house, the walls, the loft insulation and any extension are the main questions; for a flat in a block, its position and the heating system.
Selling in Ealing
46.2% of Ealing households own their home. If you are selling, order the EPC before the home is marketed; the sellers’ guide explains why and whether an older certificate will still do.

Common questions
Which Ealing wards need a selective licence?
Fifteen wards on the boundaries from before May 2022: East Acton, Southall Broadway and Southall Green from 1 April 2022, and twelve more from 3 January 2023, among them Acton Central, Greenford Broadway, Hanger Hill, Perivale and South Acton. Check an address with the council rather than by its current ward name.
Do three friends sharing a flat in Ealing need a licence?
Yes. Three friends count as three households, so the landlord needs an additional HMO licence; Ealing’s additional scheme has covered homes shared by three or four unrelated people since 1 April 2022.
Why does the ward name matter for Ealing licensing?
Because the council lists the selective licensing wards on their boundaries from before May 2022. A property’s current ward name may not match, so check the address with the council.
How much is an EPC in Ealing?
From £69 for a home of up to 52 square metres, which covers most one-bedroom flats, £75 for two bedrooms and £85 for 71 to 95 square metres, rising with floor area. There is no travel surcharge anywhere in Greater London.
Do you cover Brentham Garden Suburb and Bedford Park?
Yes. Both are conservation areas, where changes to the outside of a house can need permission, so check any improvement an EPC suggests with the council before planning the work.
