Licensing in Richmond: the larger HMOs

Richmond licenses the larger houses in multiple occupation. A licence is needed when all of these apply: five or more occupiers from two or more separate households, whatever the number of storeys; a house or self-contained flat, but not a purpose-built flat in a block of three or more self-contained flats; shared bathrooms, toilets or cooking facilities; at least one occupant paying rent, or living there for their job; and it being the occupiers’ main home. A resident landlord with up to two tenants is exempt, and an HMO of seven or more people also needs planning permission.

Fees depend on the number of units: £1,711 for three, rising to £2,117 for ten or more, of which £675 is paid when the licence is granted. Once you have applied you can run the HMO as if licensed until the council decides; running a licensable HMO without applying can lead to a financial penalty or a conviction. The council offers 90 minutes of in-depth advice before you apply for £180. Checked on Richmond Council’s HMO licence page on 22 October 2026.

Period homes, listed buildings and the EPC

Much of Richmond Hill lies in conservation areas, and the well-preserved Georgian terraces around Richmond Green and up the hill are listed. Being listed does not exempt a home from needing an EPC on its own: a listed home is exempt only where meeting minimum energy performance requirements would unacceptably alter its character or appearance — the sellers’ guide lists every exemption. In a listed building or conservation area, changes such as new windows or wall insulation can need consent, so check an EPC’s suggested improvements against what is allowed before planning work.

What the assessment looks at in a Richmond home

How homes in Richmond upon Thames score today. The ONS’s latest figures use each home’s most recent EPC lodged in the ten years to March 2025. The typical (median) score here is 67, band D, against 70 across London, and 45% of those homes are rated C or above (London 58%). Homes built before 1929 have a median of 63, against 84 for homes built since 2012; flats and maisonettes come out at 70, terraced houses at 65. How every London borough compares.

59.8% of households in the borough live in a house — 26.6% in a terrace and 25.0% in a semi — and 39.9% in a flat. 62.4% own their home, the fifth-highest share in London.

Georgian Richmond and Barnes

Richmond’s Georgian terraces date from the eighteenth century, when Richmond Bridge joined the two banks of the Thames. In Barnes, The Terrace along the river is lined with Georgian houses, some of the oldest riverside housing in London, and the old village is a conservation area. Houses of that age have solid walls and often sash windows; the assessment records them as found, and evidence of roof or floor insulation added since helps.

Victorian Teddington, Twickenham and Hampton

Twickenham was market gardens until the railways brought housing in the mid-nineteenth century; Teddington’s close-knit Victorian and Edwardian streets date from the same expansion; and in Hampton the fields near the station became suburban housing in the late nineteenth century and between the wars. More recently, riverside flats have gone up in Teddington, including on the old Teddington Studios site from 2016 — a newer flat probably already has an EPC, so check its date first.
