I am an accredited domestic energy assessor covering all of Camden: Camden Town and Somers Town (NW1), Kentish Town (NW5), Hampstead, Belsize Park and Swiss Cottage (NW3), West Hampstead and the Camden side of Kilburn (NW6), and Bloomsbury, Holborn and King’s Cross (WC1, WC2 and N1C). There is no travel surcharge anywhere inside Greater London, and in a mansion block or managed building the visit can be arranged around the porter or concierge.

Licensing and EPC compliance: Camden Council’s “Houses in multiple occupation (HMO)” page, its news release of 2 July 2025 and its information request response CAM9930 of 25 April 2025, checked 22 October 2026. Camden licenses every shared home

Camden does not license homes let to a single household — in April 2025 the council confirmed it has no selective licensing scheme — but it licenses houses in multiple occupation (HMOs) across the whole borough. Its third borough-wide additional licensing scheme started on 8 December 2025 and runs until December 2030. Any property with three or more occupiers forming two or more households who share amenities — a kitchen, bathroom, living area or other communal space — needs an HMO licence, whatever the tenancy agreement says and however many storeys there are. That includes flats in purpose-built blocks of three or more flats, which are exempt from mandatory licensing but must be licensed under Camden’s additional scheme, and converted buildings that fall short of the 1991 Building Regulations where less than half the flats are owner-occupied. Most properties with five or more people in two or more households need a mandatory licence instead.

A licence normally lasts five years, though Camden can issue a one-year licence in some circumstances, and two-year licences where it has concerns about management or the property’s condition. Letting an HMO without a licence can bring a fixed penalty of up to £40,000, or an unlimited fine on prosecution. When the council reviewed the scheme, 94% of licensed HMOs needed work to reach a suitable standard, most often on fire and electrical safety, damp and mould, and cooking and washing facilities. Checked on the council’s HMO licensing page on 22 October 2026; City Hall’s property licence checker shows the scheme on a map.

Camden checks the EPC rules too

Camden enforces the minimum energy standard for rented homes. In April 2025 it had issued 99 compliance notices to landlords who appeared to be in breach, and from its download of EPC data it put compliance at 96.2% of privately rented homes. Most privately rented homes must have an EPC rated E or above unless an exemption has been registered — the landlord guide explains the rules, and the HMO guide covers when a shared house needs its own certificate. If you need room sizes for an agent or an application, a laser-measured floor plan records every room’s dimensions, from £69 on its own or from £123 with the EPC.

What the assessment looks at in a Camden home

How homes in Camden score today. The ONS’s latest figures use each home’s most recent EPC lodged in the ten years to March 2025. The typical (median) score here is 70, band C, against 70 across London, and 59% of those homes are rated C or above (London 58%). Homes built before 1929 have a median of 67, against 84 for homes built since 2012; flats and maisonettes come out at 71, terraced houses at 64. How every London borough compares.

86.6% of Camden households live in a flat, and 26.2% live in a flat in a converted house — the highest share in London, more than twice the London figure of 11.1%.

Regency squares, Victorian villas and the flats inside them

Bloomsbury was planned and built mainly in the nineteenth century as an affluent Regency district for the Dukes of Bedford, with Russell Square at its centre, and is now a conservation area. Belsize Park’s streets are lined with Georgian and Victorian villas and mews houses, Hampstead gained much of its grander housing in the 1870s and 1880s, and Kentish Town was developed for housing in the mid-nineteenth century. Many of those houses are now split into flats. In a conversion the flat’s position decides a great deal — a lower-ground or ground-floor flat loses heat downwards, a top-floor flat through the roof — and solid walls are recorded as uninsulated unless there is evidence otherwise.

Estates that made architectural history

Camden’s public housing includes some of the most admired in Britain. The Alexandra Road Estate, with its stepped terraces beside the railway, became the first post-war council estate to be listed, at Grade II* in 1993; the London County Council began the Ossulston Estate in Somers Town in 1927; and Hampstead’s Isokon building in Lawn Road is a Grade I listed experiment in collective housing. Being listed does not exempt a home from needing an EPC on its own: a listed home is exempt only where meeting minimum energy performance requirements would unacceptably alter its character or appearance.

Selling a home in Camden

29.7% of Camden households own their home. Newer flats — including those built on the former railway and gas works land around King’s Cross — may already have an EPC from completion, so check whether yours is still valid. If you need a new one for a sale, it must be ordered before the home goes on the market; the sellers’ guide has the detail.

Common questions

Do I need an HMO licence in Camden?

If three or more people forming two or more households share a kitchen, bathroom, living area or other communal space, yes. Camden licenses every shared home of that kind, under its additional scheme from 8 December 2025 or the mandatory scheme for most homes with five or more people, including flats in purpose-built blocks.

Does Camden have selective licensing?

No. In April 2025 the council said there is no selective licensing scheme in place at Camden, so a home let to a single household does not need a council licence. The national EPC rules still apply.

What is the penalty for an unlicensed HMO in Camden?

A fixed penalty notice of up to £40,000, or an unlimited fine on prosecution.

Does a listed flat in Camden need an EPC?

Being listed does not exempt it on its own. A listed home is exempt only where meeting minimum energy performance requirements would unacceptably alter its character or appearance.

How much is an EPC in Camden?

From £69 for a home of up to 52 square metres, which covers a typical one-bedroom flat, and £75 for two bedrooms, rising with floor area. There is no travel surcharge anywhere in Greater London.
