Bromley is London’s largest borough by area, and I cover all of it as an accredited domestic energy assessor: Bromley, Bickley and Sundridge (BR1), Hayes, Shortlands and Bromley Common (BR2), Beckenham, Elmers End and Eden Park (BR3), West Wickham (BR4), Petts Wood and the Crays (BR5), Orpington, Farnborough, Green Street Green and Chelsfield (BR6), Chislehurst (BR7), and Penge and Anerley (SE20). There is no travel surcharge anywhere inside Greater London; booking a day or two ahead gives the widest choice of times.

Bromley licenses only the largest shared homes

Bromley operates only the national mandatory HMO licensing scheme. It covers most homes shared by five or more people in two or more households, where some or all of them share a toilet, bathroom or kitchen. There is no selective or additional licensing, so a home let to a single household, or a smaller shared house, needs no council licence — though it still has to meet the national EPC rules.

For 2026/27 a licence for up to five units costs £1,589 with the application and £1,059 at the decision to grant, plus £318 and £212 for each additional unit, and it lasts five years. The council publishes guidance on providing a floor plan with the application, and even graph paper to draw one on; a laser-measured floor plan is drawn to scale with every room measured, from £69 on its own. Checked on Bromley Council’s HMO licence page on 22 October 2026.

The EPC for a Bromley home

Over two-thirds of Bromley households own their home (68.5%), and if you are selling, the EPC has to be ordered before the home is marketed — the sellers’ guide explains. If you let, most privately rented homes must be rated E or above unless an exemption has been registered (landlord guide).

What the assessment looks at in a Bromley home

How homes in Bromley score today. The ONS’s latest figures use each home’s most recent EPC lodged in the ten years to March 2025. The typical (median) score here is 67, band D, against 70 across London, and 44% of those homes are rated C or above (London 58%). Homes built before 1929 have a median of 62, against 84 for homes built since 2012; flats and maisonettes come out at 72, terraced houses at 66. How every London borough compares.

68.6% of Bromley households live in a house, and 18.1% in a detached house — the highest share in London, three times the London figure of 6.1%. Only 31.3% live in a flat.

Victorian railway suburbs

Bromley was a quiet village until the railway reached Shortlands in 1858, after which it grew fast and suburbs such as Bickley were laid out. In Beckenham, the old Cator estates were split up and sold, especially once the railway arrived in 1857, and large villas went up around the new station; Penge became a fashionable Victorian suburb near the relocated Crystal Palace. Large Victorian houses usually have solid walls, high ceilings and big windows, and the assessment records them as found, with any extension or loft room recorded separately.

Orpington and Petts Wood between the wars

Orpington’s station was enlarged in 1904, and house building there peaked in the 1920s and 1930s. Petts Wood was mostly built in the late 1920s by the developer Basil Scruby, with roads laid out by the architect Leonard Culliford; Scruby even paid the Southern Railway £6,000 to build the station. A detached house has more outside wall than a semi or terrace of the same size, so the walls, loft insulation and heating weigh more on the rating; guarantees for cavity wall or loft insulation are worth having on the day.

What customers say

A few words from my Google reviews. Read the rest.

“Fantastic service from Az at AzRated. Professional, knowledgeable and incredibly helpful throughout. My property had a particularly poor EPC rating, and rather than simply issuing the report and moving on, Az took the time to explain the different improvement options and run additional calculations to establish the most cost-effective route to achieving a C rating. He was exceptionally responsive, answered all my follow-up questions and helped me avoid potentially spending thousands on unnecessary work. It’s refreshing to deal with someone who genuinely cares about getting the right outcome for their customers. Couldn’t recommend him highly enough. Thank you, Az!”
